Home Energy Assistance


The H.E.A.P program assists income-eligible households with home heating costs through two components:

Subsidy: Provides one time assistance to all eligible applicants. Benefit amount is based on income level, fuel type, and household size.

Provides assistance to households experiencing a home heating crisis, defined as: receipt of disconnection/past due notice; four days supply of wood, coal, kerosene, propane, fuel oil; subject to eviction where heat cost is included with rent.

Benefit Level

One time payment made directly to fuel vendor. Households with lowest income using fuels with the highest heating costs receive the highest benefit.

Minimum required to the relieve the crisis; value not in excess of an established limit. Benefits may consist of fuel delivery, service reconnection, temporary loan of space heater, sleeping bags or blankets, and emergency shelter. All households above the 75% poverty level are required to make a co-payment.

The total gross household income for the month prior to application cannot exceed 110% of the current Federal Poverty Income Guidelines.

Must be a resident of the county in which application takes place.

Must be responsible for home heating costs if heating cost included as a portion of rent.

Liquid resources of all household members cannot exceed $1,500, or $4,000 for households accessing such resources regularly for living and medical expenses for a member with catastrophic illness.

Crisis applicants must have received disconnection/past due notice or eviction notice for non-payment where heat is included in rent OR be without fuel, have four days supply or less of wood, coal, kerosene, propane or fuel oil.

Funding Source

The Cabinet for Families and Children/Department for Community Based Services, administered in the ten county Barren River area by Community Services staff of Community Action of Southern Kentucky, Inc.

Application Period

November 4th - December 13th. Applications are taken in alphabetical order based on the first letter of the head of household's last name. Applications must be made during the period November 4 through December 13, 2002.  Applications will be taken in alphabetical order based on the first letter of the head of household's last name using the following schedule.

Enrollment Locations

Warren county applications will be taken at Sugar Maple Square Shopping Center, at site of former, "Express Tan", 1347 Ky. Hwy 185. In other counties of our service area, applications will be taken at the local Community Service Offices.
